Second Microfinance National Conference

In order to meet the demand of learning and sharing experience from institutions on transformation into licensed MFIs according to the Governmental Decree No. 28 and Decree No. 165 on organization and operation of SSFIs in Vietnam, the State Bank of Vietnam in partnership with the Vietnam Microfinance Working Group organized 2ndNational Conference on Microfinance with the theme “Regulations for Vietnamese Microfinance Institutions and Orientation towards sustainable development” on 14 December 2010 in Hanoi.

The conference’s objectives are to share experience in successful transformation of SSFIs and transformation process of MFIs with various models; to answer questions of MFIs on Regulations for organization and operation of SSFIs; and to provide guidance on legislative issues regarding to the establishment of licensed MFIs.

The conference included 5 parts: (1) Opening conference with speech from Mr. Hoàng Đình Thắng – Deputy Chief Inspector – Banks Inspection & Supervision Agency, SBV; Mr. Brett Krause – Managing Director – Citi Bank Vietnam and Ms. Nguyễn Tuyết Mai – Executive Director – Vietnam Microfinance Working Group. (2) Presentation by representative from SBV, Mr. Hoàng Quốc Mạnh –  Deputy Director of Licensing Inspector Agency Supervise, Banks Inspection & Supervision Agency, SBV with topic “Opportunities, challenges and legislative issues should be considered for transformation”. (3) Sharing experience of successful transformation from Tinh thuong Fund into Tinh thuong One Member SSFIs Ltd (TYM) presented by Ms. Dương Thị Ngọc Linh – Deputy Director – Tinh thuong One Member limited liability SSFI, and “M7 transformation from small MF programs into multiple members limited liability SSFI ” presented by Ms. Lê Thị Lân – Director – Community Finance Resource Center (CFRC)/ M7. (4) Open discussion with questions and answers regarding new policies, regulations and transformation experience of TYM and M7. (5) Closing speech by Mr. Hoàng Quốc Mạnh – Deputy Director of Licensing Inspector Agency Supervise, Banks Inspection & Supervision Agency, SBV.

With finance support from Citi Foundation, ADA organization, Cordaid organization, and Ford Foundation, the conference was successful with interest of more than 90 delegates representing for 60 organizations including Government agencies, representatives from sponsors, local and international organizations and MFIs operating in Vietnam. The conference was highly appreciated in terms of content and discussion format, which was considered as an open forum for policy makers, sponsors and MF practitioners. The conference has actively contributed to the sustainable development of MF sector inVietnam.
